"The Plastic Administrations of Shachihata were the most important agricultural district in all of Zone 1. After all, plastic was the most important of the four elements. That didn't mean it was the safest district to work in. Employees were constantly getting lost in the never-ending skyscrapers, usually resulting in their... termination. The others would go and try to help those poor souls, if it weren't for the fact that the specters sounded exactly like the living. Only the Inspector was capable of eradicating impure spirits, and he was never in a helpful mood. The only thing left to do was fill out the forms so the Queen may sent plastic to the post office."
